It looks like one. I'd email the company and see what kind of response you get. I think it would be hard to rub a serial number off 'accidentally.'

I'd be more inclined to think the saddle was at some point stolen. As far as fit, for me most of Bob's saddles I've sat in fit me wide, to the point where I don't like it. If I was buying one I'd look at Lady reiner or a KR reiner model. I sat in a bunch of new and used ones at a horse show, and while they were pretty. They made my hips hurt. I also sat in a bunch at the Bob's dealer close to me. They seem to fit horses well.

They're well made.
